8:00am Filling Up of Form
When submitting the filled out form, you have to submit the required documents too (as stated in the list, along with the seminar fee of Php.250.00). After sorting your document and paying the fee, SMEF will take your picture (same counter for payment) using a webcam. This picture will be used/posted in the Certificate of Attendance that they will give you, in which is required in getting the CFO certificate.
9:30-12:00nn Seminar
The participants are divided according to country of destination.
12.01-1:00 Lunch Break
1:01pm Individual Counseling
The counselors will call you one by one to have your individual counseling.
The counselor will ask you personal questions concerning your relationship with your foreign spouse. The hierarchy will be according to the order of registration list (the one, at the guard).
2:00pm CFO – Certificate
After the seminar, you have to go to the CFO Office (at the DFA Building) to get your
CFO certificate or visa/passport stamping. You have to photocopy your certificate, the Official Receipt from SMEF, your passport and your visa. Payment of Php.400.00 is required at this stage. You will wait (it depends on the number of people their with the same purpose) for your queue.

Pictures together and during the wedding (They will get 1 pic for their file)

A copy of passport, your visa, our SMEF attendance certificate and Official Receipt from SMEF (along the original copy for verification)

I assume that you already had your Phil passport even before you started the fiance visa application. That’s good. However, you still need to attend CFO seminar or else, you can not leave the country. It is a must.

You are welcome.
The form that you downloaded will be used in registering in the CFO Office itself. Meaning, the same office who will put the sticker in your passport. This will happen after you have your seminar.
As for the seminar at SMEF, they have their own registration form, which you can not download in the Internet, but only given at the day of your seminar.

Yes, that is correct. You have to go back for the stamping/sticker, which they will do only when you have the visa.

ask lang ko kasi when i called the ofc cebu sabi nila kung yung visa ko is visitors or tourist visa hindi ko na daw kailangan ng sticker iatach sa passport ko kelangan ko lang daw mag attend ng seminar at release nila sakin yung certificate, i am from zamboanga gusto ko kasi pagpunta ko jan sa cebu kumpleto na yung requirements ko hindi na ako pabalik balik pa, plan ko mag attend ng seminar sa 4th week of january 2009, and then pag nakuha ko na yung certificate ko hindi ba ito na eexpire? kasi yung visa ko iprocess ng husband ko dun sa new zealand and then by end of june 2009 pa kame aalis, i am afraid baka kasi mag attend ako ng seminar and then irelease nla yung certificate and then baka may expiration ito. thanks dear…

Beginning January 2008, all emigrants attending the Pre-Departure Orientation Seminar (PDOS) and Peer Counseling must reserve a slot in the session, five (5) working days prior to the intended date of attendance. Reservation for the orientation / counseling sessions can be made through the telephone by calling the PDOS reservation line at (02) 563-1965 or 561-8321 local 103, or via e-mail at pdosreserve@cfo.gov.ph, or online by clicking on the following link:

As for this office, they do not have their online reservation. They usually have the first come, first serve basis. They only allow up to 15 attendees every day, so you need to be there really early to get a slot.

CFO seminar certificate is a requirement in getting a new passport in your married name. You have no choice but to attend the seminar. That is — if you want your passport in your married name.

I am confused. Is your husband an American or Australian?
The Legal Capacity To Marry is an affidavit that the USC petitioner has no existing marriage in the USA. This document is applicable to American peitioners. You can get it at the US Embassy in Manila or US Consular Office in Cebu City at a minimal fee.

As for the CFO seminar, you need to go FIRST in SMEF. After you get the seminar attendance certificate, which will be given at the end of the seminar, you may go to the CFO Office for the CFO certificate and/or stickering . Be early in SMEF thoug, they have a first come fir serve basis of accommodating attendees. On my case, I ws there before 7:00AM.

Huwag kang ma-tense. The questions are all personal, and it will not count in your visa approval. Basically, what they do is just to make sure that you know what your are doing — marrying somebody outside our culture, and if you are ready for the adjustment. They will show videos of Filipinas abused by foreigners. Personally, I think, they are giving the “bad side” of inter-racial marriages…giving some reality check to us –dreamy Filipinas.

The Australian Embassy has a different set of requirements. Since you are already married there, I do not think that you will need a Legal Capacity To Marry (US requirement..I dunno if it is the same with Australia)…because you are ALREADY married.
As for the days when the NSO paper will be available, I have no idea since you were married in Australia. You have to call NSO about this.

That’s what I did. I was in Cebu for only a day. You need to be in the seminar venue around 6.30am (but registration will start around 7.30). The seminar will be finished around 2:00PM. So bascially, you still have time to go to the CFO Office for your CFO sticker and certificate. I was done with the whole thing by 4:00PM.
Kung mag plane ka, dili gyud ka kahabol. Nag-boat ra man gyud ko ato.

You can have the seminar even before your visa. It is a requirement if you want to use your married name in your passport. That’s what I did. I had the seminar first, even before I started the whole visa process.

The CFo certificate is not need during the interview. This CFO certificate is only required by the Philippine government as a pre-requisite in leaving the country.
Yes, you can have the seminar and the CFO sticekring on the same day. No problem at all. Just do it days before your departure in the country to give you an allowance of any inevitable inconvenience.

Just like what I said to En-en, the CFO seminar and certificate is NOT a US requirement, but a PHILIPPINE requirement. You can leave the country without your CFO seminar and sticker even if you already have your visa.

I got married to american national last of 2007 and had attended CFO seminar already when i apply for the ammendments of my passport using my hubby’s last name. We live in japan now since my hubby is working in american military base in tokyo. We planned to move to USA for good this May, and my CFO certificate already expired. We planned to go directly to USA from JApan since i am a legal resident in Japan. My question is: Is the CFO certificate needed for filipino national to travel to USA? even if my US visa was issued in TOkyo Japan?

You can attend your seminar and CFO stamping a day before your flight. But the problem is, you need to reserve for a seminare slot now if you intend to attend in Manila. If you want to attend in Cebu, it is a first serve basis. Only 15 attendees will be accepted per day.

The CFO seminar is only once in a lifetime seminar. Since you are already living with your husband, and will depart a Japan-based airport, there should be no problem. If you want want, you may check it with CFO.

I am just wondering kung valid bani na MC, where in fact it wasnt issued from the NSO office really, though our marriage certificate has already been authenticated in Phil. embassy in Australia. Cge man gud ko tawag sa Cebu CFO office Ting, not available man gud all the time. It just really confused me. The seminar room is quite small, that’s why they limit the number of their attendees. April 20? You still have a lot of time. Just be there early….like 6:00am. I know, it’s a long wait, but it’s worth it naman.
But if you really want, you can call them and ask for special arrangment. If they will accept it, you are lucky.

by the way ting is PDOS and SMEF iisa lang? kasi na advise ako ng agency ko na PDOS ang kukunin ko, any idea kung ano ang requirements and what to do? pag nag register ako ano sasabihin ko sa guard? ang list kasi ng requirements nila nasa akin lahat like :
*orig. valid passport,
*orig. and photocopy of visa,
*one 2×2 passport size photograph,
*original and photocopy of Confirmation of Permanent
Residence (CPR)
*duly completed registration form which you can download at
http://www.cfo.gov.ph
*payment of 400Php and
*Attendnce in the PDOS
Dear David,
SMEF and PDOS are different. In getting your CFO sticker, you need to go to 2 different ofices — CFO Office and your seminar place (either SMEF-Manila or COW-Cebu).
You can only have your PDOS, if you already have the seminar certificate that you will get from COW or SMEF.
oowwsss sorry for the ignorance, thanks ting… any idea “kung ano ang dadalhin ko na requirements? kasi yung sa SMEF wala yung NSO na marriage certificate ko nasa canadian embassy… flight ko kasi tonight na for cebu april 19 and be back here in bacolod by april 21 in the morning… mahirap ang schedule sa manila tuesday and friday lang nde pa sigurado kung makapasok ka sa slot nila… hahanap pa ako mamaya sa cebu ng pension house na titirahan ko hhaaaayyyy…

Hello ting, I just married last april 17, 2009. I don’t have passport yet but i am planning to apply after I can request for an electronic copy of our Marriage contract at the NSO. Kailangan na ba akong mag attend ng seminar or I have to wait for my husband to file a petition for me.

hi ting,i am amor from pagadian and im engaged to a french national…we’re now starting to get all our documents needed for his legal capacity to marry…one of the requirements kasi is a CFO certificate and i really have no idea what this is…i was just told by a friend on the internet who has also been married to a french na there’s a counselling that i have to attend to have the certificate…and since ang layo naman ng manila from here,im thinking of attending the seminar in Cebu nalang hopefully next week kasi he’s arriving on the 26th of May and i want everything to be ready before his arrival para naman interview nalang at the embassy aasikasuhin namin when he arrives and finally get his legal capacity in 2 months time para maschedule na namin ang wedding soon…
im just confused,kasi ang dami pa pala requirements to attend the seminar…when i looked at their website kasi eto lang nakalist..(birth certificate,2 valid ids with pic and evidence of the relationshi8p,pics in particular)…what particular papers should i submit for the SMEF? helpo me please,i’ll be coming all the way from pagadian pa kasi…thanks in advance..!

Hi mary,
CFO is needed for Filipinos who intend to leave the Philippines for good — work-related or family-related. You can not leave the country without attending their PDOS seminar and registering with them.
